Jeff Black, P.E.

Jeff Black has over 30 years of experience, emphasizing in public water and wastewater systems. His experience in the water industry began in 1991 working as an operator-in-training at a small water system while attending engineering school. Jeff’s thorough understanding of the construction and operation of hydraulic systems is a valuable benefit to his clients and the ultimate operators of these facilities. Throughout his career he has actively participated in design, permitting and construction oversight of various public and private water, wastewater, and water resources projects, pipelines, pump stations, and treatment works. He is proficient in all aspects of project management, design, water and wastewater engineering, and system modeling. Jeff’s commitment to service is the foundation of long-term, close working relationships with his clients, colleagues, and team.

Aja Verburg, P.E.

Aja has over 20 years of experience in water and wastewater system design and project management. Her expertise includes pump station design, water and wastewater system modeling and capacity analysis, and wastewater management. Aja has a strong understanding of delivering projects from a public agency’s perspective. She is experienced with of all aspects of project management, which includes applications for funding, public outreach, preliminary engineering, environmental approval, right-of-way acquisition, utility coordination, permitting, project approval and design, and project advertisement, for federal, state, and locally funded projects. This broad range of experience is a benefit to clients, as her approach for each project is to act as an extension of the agency staff and deliver the most cost-efficient and innovative design, on schedule, from the planning stage through construction. Favorite part of her job is meeting new people to work with collaboratively to problem-solve and identify solutions on challenging projects.

Alison Furuya, P.E.

Alison has over 26 years of experience specializing in wastewater and water projects. Alison has been involved in projects from the planning stage through construction, and operation and maintenance. Her range of projects and experience is a benefit to clients by providing perspective in how to plan and design better projects. She is always eager to hear feedback from clients and operators so that she can produce even better projects in the future. Alison has served as the project engineer and project manager for wastewater collection system and treatment plant master plans and studies. She has also managed design, permitting, and construction services of pipelines, pump stations, and treatment plant improvements. She is skilled at figuring out how best to meet the needs of the client and community served by the project.

Kevin Williams
CADD Manager

From 1997 - 2002, Kevin Williams served as a Technical Engineering Specialist with the United States Army. During that time he was deployed to Bosnia, Afghanistan, Egypt and Haiti to supervise and participate in the construction site development of schools and urban warfare training grounds. Kevin has been working in the civilian sector for over 20 years. During that time, he has drafted, designed and managed many residential and commercial projects including an 800 lot subdivision with several manmade lakes and levees. As Manager of the CAD Division of Black Water, Kevin oversees the progress and completion of all improvement plans and engineering exhibits and ensures that all deliverables are of the highest quality.
